All 23 cities submit Smart City Plans under Fast Track Competition

Lucknow, Bhagalpur, Raipur, Ranchi, Chandigarh, Dharmashala, Dehradun, Imphal and Warangal in competition

Evaluation of Smart City Plans to be done by May 15th

All the 23 cities and towns from as many States and Union Territories that were given an opportunity to participate in the ‘Fast Track Competition’ under Smart City Mission submitted revised Smart City Plans today to the Ministry of Urban Development. April 21, 2016 was set as the deadline for submission of proposals by the Ministry.

The revised plans of these 23 cities, including 15 capitals, would be evaluated by May 15 this year and those meeting the benchmark set by the winning cities in the first round of ‘Smart City Challenge Competition’ will be announced for extending central assistance. Bhubaneswar was ranked number one and Bhopal at number 20 in the first list of mission cities announced on January 28,2016.

Since only 12 States and UTs were represented in the first list of 20 mission cities announced earlier, the Ministry offered an opportunity to the highest ranked city in the first round of competition in each of the unrepresented 23 States and UTs to participate in Fast Track Competition in pursuance of the principle of urban transformation across the country.

After evaluation of Smart City Plans of 97 cities in the first round of competition and announcement of the first list of 20 smart cities, the remaining were informed of the deficiencies in the plans. The inadequacies identified included lacunae in assessment of cities, disconnect between citizens’ aspirations and vision documents, disconnect between vision document and SWOT analysis, too ambitious nature of plans, mismatch between costs and resource mobilization, lacunae in implementation plans and result orientation.

A day after the announcement of the first list of 20 smart cities, Cabinet Secretary Shri P.K.Sinha interacted with the Chief Secretaries of all States and UTs and Municipal Commissioners of all 97 mission cities on the principles of preparation of smart city plans and urged those cities not included in the first list not to lose heart and instead to revisit them for addressing deficiencies. During the video-conferencing by Cabinet Secretary, several cities admitted to lacunae in different aspects of plans and assured to correct the same.

Ministry of Urban Development held a Consultation Workshop for the 23 cities and towns participating in Fast Track Competition besides holding several Studio Workshops wherein respective Smart City Plans were ‘read out to rectify’.

The 23 cities that submitted their revised Smart City Plans under Fast Track Competition along with respective rank in the first round of competition are : Warangal, Telangana (23), Chandigarh (24), Lucknow (29), New Town Kolkata (30), Goa (32), Pasighat, Arunachal Pradesh (39), Dharmashala (59), Faridabad, Haryana (60), Raipur, Chattisgarh (62), Bhagalpur, Bihar (65), Shillong, Meghalaya (70), Namchi, Sikkim (71), Port Blair, Andaman & Nicobar Islands(73), Diu, Daman & Diu (74), Oulgaret, Puducherry (75), Silvassa, Dadra & Nagar Haveli (78), Imphal, Manipal (83), Ranchi, Jharkhand(84), Agartala, Tripura (85), Kohima, Nagaland (90), Kavaratti, Lakshadweep(95) and Dehradun, Uttarakhand (97).

The regular second round of City Challenge Competition for the remaining 97 cities included in the Smart City Mission got underway on April 1st and these cities will have to submit revised smart city plans by June end this year. Those of the 23 cities included in the Fast Track Competition and fail to be selected can also join this second round of competition.

While 20 smart cities were selected during 2015-16 as per the Mission Guidelines, another 40 would be selected during 2016-17 and the remaining 40 during the next financial year. Each city selected in different rounds of competition will be given central assistance of Rs.200 cr in the first year and Rs.100 cr each during the subsequent three financial years. State governments and respective urban local bodies will provide matching funds to the same amount. Accordingly, each mission city would get a total assistance of Rs.1,000 cr over a five year period.

Children brave blistering heat in schools with no roofs, fans or power

School children, especially those studying in government-run institutions, are among those hit the hardest by a heatwave sweeping across the country.

Lacking in basic amenities such as fans, drinking water and proper toilets, it’s a tough lesson these kids are being taught in the scorching heat.

In Jharkhand, for instance, over 60% of state-run schools lack electricity. So the government is relying on local fixes to keep classrooms cool—drinking water in earthen pots, bamboo-and-straw mats on windows panes and charcoal coolers, charcoal kept in cubic wooden structures is sprayed with water that provides evaporative cooling when warm air passes through it.

We should be vigilant against forces that seek to exploit our diversity in religion, language and culture to divide our people: Vice President

Gives away the Chisti India Harmony Awards 2015

The Vice President of India, Shri M. Hamid Ansari has said that we should be vigilant against forces that seek to exploit our diversity in religion, language and culture to divide our people. He was speaking, here today, after giving away the Chisti India Harmony Awards 2015 instituted by India Harmony Foundation.

The Vice President said that our constitutional values of secularism and liberty of thought, expression, faith and worship are, premised on the existential reality of our society and India has, for centuries, provided a unique social and intellectual environment in which many distinct religions have not only co-existed peacefully but have also enriched each other. Thus, religious harmony and acceptance, and not mere tolerance, are the bedrock of India’s secularism and composite culture, he added. He further said that it is the solemn duty of the Government to make every possible effort to protect and promote secular values and provide equality of opportunity to all religion.

The Vice President congratulated the awardees - Shri Kuldeep Nayar, Eminent Journalist; Shri Narendra Luther, Historian and former Bureaucrat; Pandit Anand Mohan Zutshi, Eminent Poet and Ms. Rana Safvi, Litterateur. He also commended the India Harmony Foundation for giving away these awards and for continuing their work in celebrating the Indian multi-culturalism.

Following is the text of Vice President’s address:

“I am very happy to be here today to present the Chisti India Harmony awards for the year 2015. These awards are among the most visible of the philanthropic activities undertaken by the India Harmony Foundation. The foundation was established by Late Shri Zafar Saifullah, former Cabinet Secretary, who represented the best of the syncretic culture of India and who devoted himself to building bridges between communities - a task that the Foundation has admirably continued.

Our constitutional values of secularism and liberty of thought, expression, faith and worship are, however, premised on the existential reality of our society. India has been home to all the great religions of the world. While some were born here, others took root in this ancient land of ours. India has, for centuries, provided a unique social and intellectual environment in which many distinct religions have not only co-existed peacefully but have also enriched each other. Thus, religious harmony and acceptance, and not mere tolerance, are the bedrock of India’s secularism and composite culture. It is the solemn duty of the Government to make every possible effort to protect and promote secular values and provide equality of opportunity to all religion.

Gandhiji, the father of the nation, once said that

“Communalism of the virulent type is a recent growth. The lawlessness is a monster with many faces. It hurts all, in the end, including those who are primarily responsible for it.”

We should be vigilant against such forces that seek to exploit our diversity in religion, language and culture to divide our people. We have to remain alert and raise our voice against groups and individuals who use violence in the name of religion. This is the sacred duty of every true Indian. These awards celebrate the work of individuals who have devoted their lives to promoting harmony and building bridges between communities. The awardees today, and their outstanding work, need no introduction.

I offer my congratulations to the awardees - Shri Kuldeep Nayar, Shri Narendra Luther, Pandit Anand Mohan Zutshi or Gulzar Dehlvi as he is popularly known and Ms. Rana Safvi. I commend the India Harmony Foundation for giving away these awards and for continuing their work in celebrating the Indian multi-culturalism.

The Minister remarked that as Mithun touches every Naga household economically, socially and emotionally, it could not only become the symbol of the Naga people but also exemplify India’s unity in diversity by strengthening the bondage between different communities.

Dr. Harsh Vardhan acknowledged that ICAR-NRCM is the only institute of its kind in the world solely dedicated to the conservation, propagation and development of Mithun which itself is geographically limited to Arunachal Pradesh, Nagaland, Manipur and Mizoram.  The ICAR-NRCM farm has established modern scientific facilities for the rearing of Mithun under a semi-intensive system that comprises of various farmer-friendly technologies developed by the institute namely feed block, mineral block, area specific mineral mixture and low-cost feed formulation using industrial by-products.

Clarification on Kohinoor Diamond

Government Reiterates its Resolve to Make all Possible Efforts to Bring Back Kohinoor Diamond in an Amicable Manner

The Government of India wishes to put on record that certain news items appearing in the press regarding the Kohinoor Diamond are not based on facts.

The Government of India further reiterates its resolve to make all possible efforts to bring back the Kohinoor Diamond in an amicable manner.

The factual position is that the matter is sub judice at present. A PIL has been filed in the Honourable Supreme Court that is yet to be admitted.

The Solicitor General of India was asked to seek the views of the Government of India, which have not yet been conveyed. The Solicitor General of India informed the Honourable Court about the history of the diamond and gave an oral statement on the basis of the existing references made available by the ASI. Thus, it should be reaffirmed that the Government of India has not yet conveyed its views to the court, contrary to what is being misrepresented. The Court granted six weeks time on the prayer of the Solicitor General to take instructions for making his submission in the matter.

The status report on which the preliminary submission was made by the Solicitor General have references to the stand taken by Governments earlier that the Kohinoor was a gift and cannot be categorized as an object stolen. The material further has references to the views of India’s 1st Prime Minister Pandit Jawaharlal Nehru dating back to 1956. Pandit Nehru went on record saying that there is no ground to claim this art treasure back. He also added that efforts to get the Kohinoor back would lead to difficulties.

Pandit Nehru also said, “To exploit our good relations with some country to obtain free gifts from it of valuable articles does not seem to be desirable. On the other hand, it does seem to be desirable that foreign museums should have Indian objects of art.”

It may be added that ever since he has taken over as PM, Shri Narendra Modi’s efforts led to three significant pieces of India’s history coming back home. In October 2015, German Chancellor Angela Merkel returned a 10th century Indian statue of Goddess Durga that was stolen in 1990 and found in 2012 at a museum in Germany. In April 2015, then Canadian PM Stephen Harper returned a sculpture known as the ‘Parrot Lady’, which dates back to almost 900 years. Then Australian PM Tony Abbott, on his India visit in 2014 had returned antique statues of Hindu deities that were in Australian art galleries. None of these gestures affected India’s relations with either Canada, Germany or Australia. It was Prime Minister Narendra Modi, who as the Chief Minister got back the ashes of Shyamji Krishna Varma almost 70 years after his death.

Thus, with regard to the Kohinoor Diamond too, Government of India remains hopeful for an amicable outcome whereby India gets back a valued piece of art with strong roots in our nation’s history.
